Gretchen Whitmer declared a state of emergency for Otsego, Oscoda, Montmorency, Presque Isle, Emmet, Charlevoix, Cheboygan, Crawford, Mackinac and Alpena counties in order to help with response and recovery efforts. Paul took time to talk to us after a day of helping neighbors clear debris.
