  • Norman Naimark, “Stalin’s Genocides” (Princeton UP, 2010)

    Absolutely no one doubts that Stalin murdered millions of people in the 1920s, 1930s and 1940s. His ruthless campaign of “dekulakization,” his pitiless deportation of “unreliable” ethnic groups, his senseless starvation of Ukrainian peasants, his cruel attempt to “cleanse” the Communist Party of supposed “enemies of the people”–all of these actions resulted in mass death. In total, Stalin is responsible for the murder of roughly 10 million Soviet citizens. Again, this is well established. What is not well established is what to call Stalin’s crimes. As Norman Naimark points out in his thought-provoking Stalin’s Genocides (Princeton UP, 2010), historians and others have been peculiarly conflicted about this issue. Everyone agrees it’s mass murder. But is it “genocide,” with all that term entails? Etymologically, it doesn’t seem so: gens is Latin for “people who claim common descent,” that is, a clan, tribe, or even nation. The Kulaks were not a gens. Historically, genocide doesn’t fit well either: after World War II, the UN decided that it would mean “acts committed with the intent to destroy, in whole or in part, a national, ethnical, racial religious group, as such.” Again, the Kulaks are none of these things. Naimark, however, argues Stalin’s crimes should be considered genocide on three grounds. First, he demonstrates that some of Stalin’s attacks were genocide under the UN definition, for example his exile and starvation of minority ethnic groups. Second, he shows that some of those who sought to define genocide during and after World War II did not intend to restrict it to gens: they included political groups, that is, entities like the Kulaks. The Soviets and others demanded these groups be removed from the definition, and they were. Third, he demonstrates that international law has evolved, and with it the legal meaning of genocide: recent proceedings in the Baltic states, for example, have broadened the definition. Some might ask “What does it matter what we call it?” I think it matters a lot. Words are not only an interpretation of the world, but they are also a reflection of who we are. The words the Nazis used to describe their crimes–“final solution,” “transport to the East,” “special handling”–tell us much about them. The words the Stalinists used to describe their crimes–“purge,” “evacuation,” “re-education”–tell us much about them as well. And so we have to ask: What does our persistent failure to call Stalin’s crimes “genocide” say about us? Nothing very good, I think.     In Collectivization and Social Engineering: Soviet Administration and the Jews of Uzbekistan, 1917-1939 (Brill, 2015), Zeev Levin seeks to provide a comprehensive picture of government efforts to socialize the Jewish masses in Uzbekistan, a process in which the central Soviet government took part, together with the local, republican and regional administrations and Soviet Jewish activists. This research presents a chapter in the history of the Jews in Uzbekistan, as well as contributing to the study of the socialization process of the Jewish population in the USSR in general. It also contributes to the study of relations among political and government bodies and decision makers. The study is based on archival documents and provides a unique glance at the implementation of Soviet nationalities policy towards Bukharan Jews while comparing it to other national minority groups in Uzbekistan.     The Secret Police and the Soviet System: New Archival Investigations (U Pittsburgh Press, 2023) compiles an array of recent scholarship that draws on newly available archival evidence. This interview with the book's editor, Dr. Michael David-Fox, summarizes what these new findings add up to, and highlights specific arguments made by the collection's authors. While Russian archives are presently difficult to access, Ukrainian archives have proved to contain a trove of information about the Soviet-era secret police. The authors in this collection have broken much new interpretive ground, and the essays are universally engaging and provocative. About the book: Even more than thirty years after the dissolution of the Soviet Union, the role of the secret police in shaping culture and society in communist USSR has been difficult to study, and defies our complete understanding. In the last decade, the opening of non-Russian KGB archives, notably in Ukraine after 2015, has allowed scholars to explore state security organizations in ways not previously possible. Moving beyond well-known cases of high-profile espionage and repression, this study is the first to showcase research from a wide range of secret police archives in former Soviet republics and the countries of the former Soviet bloc—some of which are rapidly closing or becoming inaccessible once again. Rather than focusing on Soviet leadership, The Secret Police and the Soviet System integrates the secret police into studies of information, technology, economics, art, and ideology. The result is a state-of-the-art portrait of one of the world’s most notorious institutions, the legacies of which are directly relevant for understanding Vladimir Putin’s Russia today. This book not only sheds light on the ways in which new media use contributes to the nature of political participation in Kazakhstan and Russia, but also explains why citizens use these tools in their civic engagement. Dr. Sairambay sets his sights on what occurs downstream, i.e., not in the minds of political leaders and/or well known oppositionists, but on the ground in specific contexts such as cities, towns, and villages by young people.     The specter of the “Godless” Soviet Union haunted the United States and continental Western Europe throughout the Cold War, but what did atheism mean in the Soviet Union? What was its relationship with religion? In her new book, A Sacred Space Is Never Empty: A History of Soviet Atheism, Dr. Victoria Smolkin explores how the Soviet state defined and created spaces for atheism during its nearly 70-year history. The Soviet state often found itself devising reactions to religion in terms of belief and practice. Religion, particularly Orthodox religion, was an ideological, political and spiritual problem for the state. The state, particularly during the Khrushchev era, needed to fill the ideological and spiritual void the absence of religion created in the hearts and minds of Soviet people. From the Soviet League of the Militant Godless to a cosmonaut wedding in the Moscow Wedding Palace, Smolkin’s use of primary sources effectively illustrates just how diverse the meaning of atheism could be from Lenin to Gorbachev. Smolkin’s work goes beyond the traditional accounts of Soviet atheism as a symptom of authoritarianism or as a secularization project to show that Soviet atheism’s purpose was fundamentally tied to the fate religion.     Russian Orientalism in a Global Context: Hybridity, Encounter, and Representation, 1740-1940 (Manchester UP, 2023) features new research on Russia's historic relationship with Asia and the ways it was mediated and represented in the fine, decorative and performing arts and architecture from the mid-eighteenth century to the first two decades of Soviet rule. It interrogates how Russia's perception of its position on the periphery of the west and its simultaneous self-consciousness as a colonial power shaped its artistic, cultural and national identity as a heterogenous, multi-ethnic empire. It also explores the extent to which cultural practitioners participated in the discursive matrices that advanced Russia's colonial machinery on the one hand and critiqued and challenged it on the other, especially in territories that were themselves on the fault lines between the east and the west.     Paradoxes of Migration in Tajikistan: Locating the Good Life (UCL Press, 2024) by Dr. Elena Borisova is the first ethnographic monograph on migration in Tajikistan, one of the most remittance-dependent countries in the world. Moving beyond economistic push-pull narratives about post-Soviet migration, it foregrounds the experiences of those who ‘stay put’ in the sending society and struggle to reproduce their moral communities. Dr. Borisova examines the role of mobility in historical and cultural ideas about the good life and how it becomes entwined with people’s efforts to become good, moral and modern subjects. Addressing the complex relationship between the economic, imaginative and moral aspects of (im)mobility, she shows that mass migration from Tajikistan is as much a project of navigating ethical personhood as it is a quest for economic resources. This book reveals how transnational regimes and structures of mobility, citizenship and histories map out in the intimate spheres of the body, the person and the family. It is a contribution to contemporary migration research, which is mostly centred on Europe and North America, and to the field of Central Asian studies. It will be of interest to researchers of migration, (im)mobility and citizenship, and to scholars of all disciplines working on Central Asia. This interview was conducted by Dr. Miranda Melcher whose new book focuses on post-conflict military integration, understanding treaty negotiation and implementation in civil war contexts, with qualitative analysis of the Angolan and Mozambican civil wars.   • Fantastic Fauna from China to Crimea: Image-Making in Eurasian Nomadic Societies, 700 BCE-500 CE

    Numerous Iron-Age nomadic alliances flourished along the 5000-mile Eurasian steppe route. From Crimea to the Mongolian grassland, nomadic image-making was rooted in metonymically conveyed zoomorphic designs, creating an alternative ecological reality. The nomadic elite nucleus embraced this elaborate image system to construct collective memory in reluctant, diverse political alliances organized around shared geopolitical goals rather than ethnic ties. Largely known by the term “animal style,” this zoomorphic visual rhetoric became so ubiquitous across the Eurasian steppe network that it transcended border regions and reached the heartland of sedentary empires like China and Persia.
